a president has only two choices -- to sign a bill and enforce it as written, or to veto it and give Congress a chance to override the veto.If the President doesn't like it, take it to court. The way I remember things, Congress makes the laws, the President enforces them, and the Courts determine their Constitutionality. Separation of power, pretty simple really.
